| 2005 - 582 | The American Library Association (ALA) has submitted comments to the FCC recommending major reforms to the E-rate program. Two key ALA recommendations are that: 1) Form 470 be eliminated and that Form 471 be retained as the only application process form and 2) Form 486 (Receipt of Service Confirmation Form) and Form 472 (BEAR Form) be eliminated. In the current program payments are made to the service provider, who then either reimburses the library for payment already made or provides discounts on bills. ALA is recommending that payments go directly to the library, thus eliminating the need for Forms 486 and 472. A summary of ALA's comments, along with flow charts of the current E-rate application process and ALA's version of the process, can be found at http://www.ala.org/ala/washoff/WOissues/techinttele/erate/NPRMcmts17oct05.pdf ALA encourages libraries to file reply comments supporting ALA's E-rate reform proposals by December 19, 2005. When filing comments it is helpful to mention how ALA's proposals will help your library (e.g., make the application process easier, faster, etc.) Filing comments is easy and can be done by selecting the "Submit a Filing" option on the right menu of the FCC's website at http://www.fcc.gov/cgb/ecfs/. The Proceeding number for the E-rate is 02-6. For the Document Type, select the Reply Comments option from the drop down box. Comments can be a formal reply of several pages or can be a more informal reply of just several sentences.

| 2005 - 583 | The University of Illinois is accepting registration/applications through early January for participation in a free twelve-part “Teaching about Asia” seminar open to teachers within commuting distance of Champaign-Urbana. Sponsored by the National Consortium for Teaching about Asia and hosted by the University of Illinois, the seminar will meet on Tuesday evenings from January 17 through April 18. Benefits include $500 worth of resources for personal and school libraries, personal stipend (upon creation and implementation of lesson plans), 30 CPDU’s professional development credit (with option to pay tuition for graduate credit). Participation in this seminar series is a pre-requisite for being considered to join a grant-funded international summer two-week study tour of Asia. However, attendance at the spring seminar sessions does not obligate teachers to apply for the international study tour. For specific information, visit http://www.indiana.edu/~easc/taa_seminar/taa2006/champaign/champaign.htm or contact Ken Klinkner at kklinkne@uiuc.edu or 217/244-4061.
