PRINCIPLES OF COOPERATION

Lincoln Trail Libraries Systemıs (LTLS) shared automation service program, LINC, is a computerized library system listing information about the resources of libraries in East Central Illinois and providing a gateway to resources and information throughout Illinois, the nation, and the world.  LINC  provides access to diverse collections of participating multitype libraries that serve local clientele.  Each libraryıs contributions are valued because they enhance and enrich the whole.

 

LINC enables participating libraries to:

 

¨      Automate local library procedures, enabling the effective management of local library resources.

¨      Expand local patron services.

¨      Cooperate with other libraries in resource sharing.

¨      Share the cost of automation.

 

The usefulness of LINC depends on these factors:

 

¨      Accuracy and completeness of records.

¨      Flexibility and functionality of software.

¨      Timeliness.

¨      Ease of use.

¨      Scope of the database(s).

¨      Variety of information resources available.

¨      Cooperation and collaboration of the participants.

¨      Diversity of the participating multitype libraries.

 

Participating libraries commit to:

 

¨      Follow LTLS policies and procedures and those established for LINC by LINC Policy Council.

¨      Cooperate with LTLS and other participating libraries to identify and correct errors in contributed information and avoid contributing duplicate records.

¨      Ensure staff participation in LINC training.

¨      Use LINC for its intended purposes as specified in documentation and LINC Membership Agreement.

¨      Comply with vendor(s)/LTLS contract.

¨      Share expenses of LINC with other participating libraries

¨      and LTLS.

¨      Contribute to and maintain bibliographic and patron holdings in the database in compliance with LINC policies.

 

Lincoln Trail Libraries System commits to:

 

¨      Manage LINC to ensure optimum interoperability among all the functions, programs, and configurations of LINC.

¨      Serve as the contractual and fiscal agent for LINC.

¨      Disseminate documentation.

¨      Implement policies and procedures fairly and equitably for the benefit of all members.

¨      Provide opportunities for staff training.

¨      Explore cost-effective methods of sharing costs for LINC.

¨      Perform necessary administrative operations in order to maximize local use and maintain quality service.

¨      Promote and encourage membership in LINC.

¨      Consult with and assist libraries in implementing and installing LINC locally.

 

LTLS and participating libraries commit to:

 

¨      Develop and revise policies and procedures as necessary.

¨      Actively explore new services and technologies for implementation on LINC.

¨      Ensure that the security of the system is maintained.

¨      Maintain compliance with the Library Records Confidentiality Act of the Illinois Revised Statutes.

¨      Promote the benefits of LINC to all LTLS members.
