Alice Cisna called the meeting to order at 1:35. The minutes for both the May 24 and June 22 meetings were approved.
Four new members were welcomed to LINC Policy Council. Pat reviewed the role of LINC Policy Council as detailed in the LINC Bylaws and also handed out the LINC Principles of Cooperation document that is part of the LINC membership agreement process. Jan also mentioned that there are some implications of the Open Meetings Act that she is considering for both the LTLS Board and subcommittees under the Board.
The main discussion of the meeting focused on the recommendation by the Local Holds Committee for a different test of Local Holds. The recommended test would allow local holds for certain materials where only patrons of the library that owns the local hold items can request those items. LPC’s discussion centered on the length of the test, how this test is different from the last test, how acquisitions records should be treated in the test, and what happens if there are ‘unintended consequences’ and public service issues as a result of the test. The committee’s recommendation was amended to exclude acquisitions records (on order records) from the local holds test and to have the start time of the 2-month test begin December 1, giving libraries time to educate their patrons on the changes. At the end of the test, input and comment will be solicited from the LINC Directors Group members before a final decision is made.
After this discussion, a motion was made by Scott, second by Fred, to accept the Local Holds Committee’s recommendation as amended. The vote was as follows: Alice – yes, Anne – yes, Lou - yes, Fred – yes, Scott – yes, Kathy – yes, Holly - yes, Sarah - yes, Karen – yes, Jan - no. After this action, Pat said Champaign Public Library has requested 3 local hold itypes for each of its two buildings. The committee approved up to 3 local hold itypes for any library building that wants to test local holds.
Jan Ison presented a memo to LPC requesting the appointment of a LINC Cataloging Policy Advisory Committee, with names of who would serve on the committee. The current LINC Cataloging Policies are outdated and need to be re-examined in their entirety. LPC approved this request.
Meeting dates for FY2007 were set. The time for those meetings was also changed to allow Rick Dulaney to attend. All meetings will begin at 9:30 am. The dates are: December 13, February 14, April 11, and June 13.
