Alice Cisna, Chair, called the meeting to order at 9:35. The minutes of the July 30, 2008 meeting were approved.

New members to LINC Policy Council are - Beth Kent, Oakwood Public Library District, Debra Sherrick, Casey-Westfield School, and Sarah Hill, Paris Union School. Also re-elected to another two-year term was Holly Thompson, Rantoul Public Library.

The first item on the agenda was a discussion of the recommendation from the LPC Circulation Committee. Since the July meeting, several input sessions were held with library directors to solicit comment on the proposed changes and library directors provided input online about each of the recommended settings. There was much discussion about the various settings as proposed. LPC approved some of the recommended settings and asked that the LINC Circulation Committee meet again and come back to the January LPC meeting with additional recommendations.

Pat discussed Envisionware's e-commerce solution after more investigation of how the overhead of online bill payments would have to be managed. There is no way presently within Envisionware for charges within a consortial setting to be credited automatically to the library that assessed the fees/fines. This process would have to be handled manually and would be an administrative overhead issue. School members of LPC indicated little interest in such a product while public libraries are interested.

Urbana, St. Joseph, and Rantoul Public libraries are all testing this and believe it is filling holds in the way it is supposed to and indicated interest in continuing this. Oakwood Public also indicated interest in testing this change.
