LINC Policy Council Minutes
June 24, 2009

Scott Drone-Silvers, Vice-Chair, called the meeting to order at 9:30. The minutes of the February 25, 2009 meeting were approved.

A discussion on the Community Resources module and some of its policies was first on the agenda. Pat explained that there are currently 800+ community resouce records that have been added by some LINC libraries. Champaign Public has determined that they will no longer update the records for C-U. Urbana Free Library has indicated that they will take over these records and update them. Also, Marshall Public and Charleston Public own some records and are interested in maintaining them. After discussion, LINC Policy Council indicated that the community resources records should continue for another year, with an update at that time on whether maintenance is being done or not. Also, Marsha made a motion, second by Holly, to change the LINC Community Resources policies as recommended by staff. The two policies with changes are: 'General Policies for Using the Community Resources Module' and 'Clubs and Organizations Record Requirements.' Also, an additional policy, 'Descriptions and Definitions of Fields in the Clubs and Organizations File,' was rescinded.

The next item on the agenda was a discussion of a proposed revision to the policy, Adding Acquisitions Records and Associated Bibliographic Records. As more LTLS Cataloging Center libraries implement acquisitions, there is need to train these libraries on merging on-order, short bibs with OCLC bibs. In the past, the LTLS Cataloging Center did the merging process. Upon motion by Sarah, second by Debra, the recommended changes to the policy were accepted.

The last item for discussion was LINC Shared Costs. The LINC Libraries have used the same shared cost formula for years. This cost formula uses Annual Profile Summary self-reported circulation, holdings, and materials budget data for each LINC building. For the past 5 years, the LINC libraries have seen an increase in the public library reciprocal lending circulation and a request was received to consider using this data for circulation.

LTLS staff prepared comparisons of LINC shared costs, with 4 different circulation data sources, for LINC Policy Council to review. The four circulation data sources were:

LINC Policy Council discussed the sources and, upon motion by Holly, second by Sarah, voted, voted to recommend to LINC Directors Group to modify the Shared Cost circulation data to LINC borrower circulation data at any location. This motion passed with 2 abstentions. There was also discussion about creating a LINC Directors Group task force to review all LINC Shared Cost allocations, beginning in the fall. This motion was made by Jan, seconded by Sarah, and carried unanimously

After additional discussion about setting standard meeting times and more communication, the meeting was adjourned at 11:10.
