In October, 2002, the LINC Directors Group approved an Action Item directing LTLS to write a proposal to migrate to the Dynix Horizon software. This proposal, termed a Request for Upgrade, was written and submitted to Dynix on March 19. A full response was received on April 18.
LTLS staff have reviewed the proposal with LINC Policy Council. The proposal meets 98% of the functionality required by the proposal and the cost is within the amount that can be funded through the Automation Equity Fund. Staff have investigated further functionality clarifications with the Dynix, Inc. implementation team and through conversations with other consortia that use Horizon and are convinced that the Horizon system will meet the present and future needs of the LINC consortia.
The LINC Directors Group approves the recommendation from LINC Policy Council to upgrade to Horizon and asks the LTLS Board of Directors to enter into contractual negotiations with Dynix, Inc. to procure this product.
