Web Resources continue to enhance traditional printed materials as publishers utilize the Internet for easy access to content. Government agency and traditional reference resources are a few examples of content that are now available only on the Internet. With the implementation of two LINC products, Pac4Windows and WebPac, the ability to include web resource bibliographic records in LINC, with an active link to the url for this site, became a reality. This expands a patron’s ability to search for resources that are both print and web-based and allows them to connect to the web-based site from the library catalog if appropriate.
In October 2001, the LINC Directors Group approved a demonstration project to catalog web-based resources and export them into LINC. In February 2002, the LINC Policy Council members discussed continuation of this project and approved a selection policy for web-based resources. Because there are costs associated with cataloging web-based resources, a proposal for continued funding was adopted in April, 2002 as a recommendation by the LINC Policy Council to the LINC Directors Group.
Funding of web-based resources presents a challenge because it is both a cataloging issue and an access issue. Cataloging costs occur when the record is created in LINC, but access to the physical item also occurs when the link is made to the actual web site through the catalog. Therefore, a different approach to cost-sharing is recommended that falls outside the traditional cost sharing formulas for LINC Ongoing and LTLS Cataloging Center costs.
Funding the continuation of web-based resources cataloging is based on the following formula:
Each agency that is an online LINC member shall be assessed costs for cataloging web-based resources and the formula for sharing the costs will be equally divided equally between the LINC online library agencies.
To begin this sharing project an amount of $5,000 will be assessed for FY2003. This amount will be reviewed on an annual basis.
