many bills that can impact libraries will be considered by both
the House and Senate. These
bills, covering a variety of library-related topics from confidentiality
to changes in the election code, will follow the normal progression
of introduction, review by committee, possible debate and hearing

NETWORK PROHIBITION
Creates the Social Networking Web site Prohibition Act - provides
that each public library must prohibit access to social networking
Web sites on all computers made available to the public in the library.

Safety Education Act
Creates the Internet Safety Education Act to inform and protect
students from inappropriate or illegal communications and solicitation
and to require school districts to provide education about Internet
threats and risks

Amends the Illinois Municipal Retirement Fund Article of the Illinois
Pension Code - provides that specified unfunded liabilities of participating
municipalities shall be spread over the remainder of the period
that is allowable under generally accepted accounting principles

Amends the State Library Act - with respect to the Literacy Advisory
Board, provides that 7 members shall be appointed by the Secretary
of State from Illinois citizens interested in the literacy issue

Records Confidentiality Act
Amends the Library Records Confidentiality Act - sets forth procedures
under which a library may publish or make any information contained
in its records available to the public if the information is requested
by a sworn law enforcement officer who represents that it is impractical
to secure a court order as a result of an emergency where the law
enforcement officer has probable cause to believe that there is an
imminent danger of physical harm
SB417 Election
Code
Amends the Election Code - requires that an otherwise qualified
elector subject to the Sex Offender Registration Act whose poling
place is in a library or school must vote by absentee or early voting
ballot
SB364 Sex
Offender Community Notification Law
Amends the Sex Offender Community Notification Law and the Child
Murderer and Violent Offender Against Youth Registration Act - provides
that the local law enforcement agencies having jurisdiction shall
disclose to libraries located within their jurisdictions the name,
address, date of birth, place of employment, school attended, and
offense or adjudication of all sex offenders and violent offenders
against youth required to register in their jurisdictions under the
Acts
SB186 LIBRARIES-WORKING
CASH
Amends the Public Library District Act - provides that the balance
in the working cash fund may not exceed 0.2% of the equalized assessed
value of the taxable property in the district (instead of 0.2% of
the equalized assessed value of taxable property for the year the
fund was established or, for funds established after January 1, 1979,
for the year 1978)

TX-ALT HOMESTEAD EXEMPT
Amends the Property Tax Code - creates the Returning Veterans'
Homestead Exemption, under which an exemption from the property's
value is granted for residential property that is owned and occupied
as a residence by a veteran for the tax year in which the veteran
returns from active duty in an armed conflict involving the armed
forces of the United States

Filters for Public Libraries
Creates the Internet Screening in Public Libraries Act - provides
that each public library must have a technology protection measure
to prevent the display on a public computer of any visual depictions
that are obscene, child pornography, or harmful to minors

Code
Amends the School Code - provides that a school board must require
each school that maintains any of grades kindergarten through 8 that
has a student-access computer to either (i) equip the computer with
software that seeks to prevent minors from gaining access to explicit
sexual materials or (ii) obtain Internet connectivity from an Internet
service provider that provides filter services to limit access to
explicit sexual materials

Tax Code
Amends the Property Tax Code - in a Section concerning the alternative
general homestead exemption, deletes provisions ending the alternative
exemption after certain tax years

Amends the Property Tax Extension Limitation Law in the Property
Tax Code - provides that the extensions of certain library taxes are
not limited under certain provisions of the Property Tax Extension
Limitation Law to the extent that the limitation would cause the actual
levied rate of the tax to fall below the minimum library rate

Internet Safety Instruction
Amends the School Code - provides that, in accordance with guidelines
that the State Board of Education must develop, in every public school
there must be instruction for both teachers and students on Internet
safety

Amends the Illinois Local Library Act - makes the minimum signature
requirement for a nominating petition for the office of library board
trustee 2% of the number of votes cast at the last election for library

Amends the Property Tax Code - in a Section concerning the alternative
