Several subscription libraries served the
community's reading public until the City of Charleston passed
an ordinance in 1892 establishing a "public library and reading
room" and provided for a Board of Directors consisting of nine
members appointed by the mayor. The Charleston Public Library
opened on November 4, 1899 in a room of the J. E. McGurty Building.
In early 1901 negotiations with Andrew Carnegie were begun.
Mr. Carnegie's gift of $12,000 to the city for a public library
building was accepted by the Library Board on October 30, 1901.
The name was changed to Carnegie Public Library in 1902. The
central portion has been altered only slightly since 1904 and
still serves as the adult circulating desk area, periodicals
section, and houses the fiction collection. An addition to
the north side of the building with floor space of 1,000 square
feet (including a glass-enclosed, music listening room) and
housing the nonfiction collection was opened on November 13,
1960. An addition to the south, containing 3,000 square feet,
and designed for the use of children and junior high students
was officially opened October 29, 1967. Besides serving the
community, the library extends its services to the students
of Eastern Illinois University.
