The National Library Service for the Blind and
Physically Handicapped (NLS), established in 1931, operates under the
jurisdiction of the Library of Congress. The Illinois NLS network is
administered by the Illinois State Library and consists of the regional
library in Springfield and four sub-regional Talking Book Centers located
throughout the state. Talking books and braille materials are mailed
by the U.S. Postal Service as as "Free Matter for the Blind or
Handicapped" at no cost to eligible users. The regional center
acts as a liaison with NLS, and maintains a reserve collection of braille
and talking books.
